The Department of Defense has begun retiring Water Credits against installations facing acute supply pressure. The retirements will be reported publicly on the Registry alongside every other credit in circulation.

Why credits, not another line item

Traditional water procurement contracts a specific utility for a specific volume at a specific site. A credit lets the DoD provision new supply in the aggregate, on any timeline, from any registered producer, and hold the receipts publicly. The chain of custody is baked in.

T+0 settlement on the public ledger

Because credits settle on the same day they are matched, DoD accountants can close a resilience procurement inside a single reporting period rather than over a quarter of utility negotiations.
